| 内容記述 | 本研究は、精神障害者に特化した社会福祉施設であった緊急救護施設が創設された経緯、存在した間の施設の整備や運営基準、精神医療関係者からの批判と、緊急救護施設の実践、制度が消滅した経緯などを明らかにするために、全国救護施設協議会による「救護施設における精神障害者ケアの歩み」を中心に史資料分析を行った。その結果、緊急救護施設に対しては、精神医療関係者により、精神医療の枠外にあることから強い批判があり、そこに、行政の管轄範囲のあつれきがあったことが明らかになった。一方、緊急救護施設における実践を分析した結果からは、緊急救護施設が「寛解」の場、「中間施設」であること、「社会復帰」志向、地域における精神障害者の生活支援などがすでに緊急救護施設の実践の中で確認できた。 | |||||||||

| 内容記述 | This study was conducted to clarify how emergency rescue facilities, which are social welfare facilities specializing in the mentally disabled, were established, the maintenance and operating standards of the facilities while they existed, criticism from psychiatric professionals and the practice of emergency rescue facilities, and how the system ceased to exist. The results of the analysis of historical data from the “History of Care for the Mentally Disabled in Emergency Rescue Facilities“ by the National Council of Rescue Facilities have been presented. As a result, it became clear that there was strong criticism of emergency relief facilities by psychiatric professionals because the emergency rescue facilities were outside the framework of psychiatry, and that there was a conflict in the scope of administrative jurisdiction. On the other hand, the results of the analysis of practices at emergency relief facilities showed that emergency relief facilities are places of “remission,” “intermediate facilities,” “social rehabilitation,” and support for the lives of the mentally disabled in the community, among other things. | |||||||||
