| 内容記述 | 本研究は、デンマークの精神保健福祉医療サービスにおける基礎自治体（コミューン）と広域行政（リージョン）の役割・機能の相違を整理し、主要な非公営福祉サービス提供者であるディアコニア財団の概要を提示した。また、同財団が運営してきたデイセンターの実態を報告し、新旧グループホームの比較を通じて、社会的ニーズに応じた事業転換の特徴を明らかにした。旧来型のグループホームが比較的軽度の精神障がい者を対象としていたのに対し、新しい短期型グループホームは重度の精神障がいを持つ若年層を対象に、24 時間支援や社会参加・自立支援を含む包括的体制へと移行している。その結果、重度の精神障がい者の地域生活を支えるグループホームには、十分なサービス内容とそれを支える人員配置、予算が必要であることが明らかとなった。本研究によって、日本の精神保健福祉医療サービス、とりわけグループホーム等の居住支援のあり方への示唆が得られた。 | |||||||||

| 内容記述 | This study examines the division of roles and functions between municipalities (kommuner) and regional authorities (regioner) within Denmark’s mental health and social services, and outlines the activities of the major non-public provider, the Diaconia Foundation. The study further examined the operations of day centers run by the foundation and, through a comparison of the old and new group homes, clarified the characteristics of service transformation in response to social needs. While the earlier model of group homes primarily served individuals with relatively mild mental health challenges, the newly introduced short-term group homes have shifted toward supporting younger people with severe mental health challenges. These facilities now provide a comprehensive system that includes 24-hour care as well as programs for social participation and independent living support. The findings highlight the fact that group homes for individuals with severe mental health challenges require not only adequate service content, but also sufficient staffing and financial resources to sustain their operations and ensure residents’ quality of life. This study provides insights into the future direction of community-based residential support in Japan, particularly that regarding group homes and related services within the mental health and social welfare systems. | |||||||||
