| 内容記述 | 日本では2021 年度から新カリキュラムのもとで社会福祉士・精神保健福祉士養成が開始されたが、専門職として修得しなければならない専門的力量である「コンピテンシー」を示すまでには至っておらず、各養成校の間でソーシャルワーク専門職としてどのような人材を養成するかに関する共通認識が形成されていない。各養成校で共通理解のもとで両福祉士を養成し、ソーシャルワーク教育の質を保証するためには、ソーシャルワーク専門職として修得が求められるコンピテンシーを定める必要がある。本稿では、ソーシャルワーク教育の基準に「ケイパビリティ」を用いて、ソーシャルワーカーがキャリアに応じて身に付けるべき能力を「Professional Capabilities Framework（PCF）」として包括的な枠組みにまとめたイギリスの取り組みを取り上げた。日本でも実践分野・領域を超えたソーシャルワーク専門職としての一体化を目指し、資格取得前・後のキャリア全体を包括する共通枠組みの構築が必要である。 | |||||||||

| 内容記述 | In Japan, the revised curriculum for social work education for certified social workers and mental health social workers was launched in the 2021 academic year. However, this has not yet resulted in the establishment of ‘competency’– the specialised abilities that must be acquired as a professional – nor has a common understanding been formed among schools regarding what it means to be a professional social worker. To train both types of social workers based on common educational standards across schools and ensure the quality of social work education, it is necessary to define the competencies required for the social work profession in the context of Japan. This study examines the ‘Professional Capabilities Framework (PCF)’ in England, which employs not ‘competency’ but ‘capability’, being an overarching framework of social work education and professional development. To create cohesion and a sense of unity within social work in Japan, it is essential to develop and promote a generic framework for the whole profession that encompasses social work education, continuing professional development, and practice. | |||||||||
