| 内容記述 | 「協議会」は障害者総合支援法に規定され、地域における障害者等への支援体制に関する課題・情報を共有し、関係機関等の連携の緊密化を図り、地域の実情に応じた体制の整備について協議する組織である。「協議会」のあり方等をめぐっては、2006年の設置直後から、今日に至るまで、形骸化、地域格差、当事者の参加、求められる機能の多様化等が課題となってきた。一方「協議会」の目指すべきあり方として官民の連携・協働の必要性についても言及されてきた。今後の障害者総合支援法改正に伴う「協議会」のあり方の見直しの中で、各自治体は「協議会」についてあらためて検討することが求められている。その際、社会保障審議会障害者部会報告に沿った見直しだけではなく、「障害者の権利条約」の理念に立脚し、ミクロからマクロまでを視野に入れたソーシャルワークをふまえて「協議会」の取り組みを展開していくことが重要である。 | |||||||||

| 内容記述 | A “Council” is an organization stipulated in the Act on Services and Supports for Persons with Disabilities. It is established to share the information and challenges in the region regarding support for those with disabilities, to develop a closer cooperation among related organizations, and to discuss the development of a related system that meets the actual conditions in the area. Since its establishment in 2006, the “Council” has been faced with issues such as a lack of substance, regional disparities, lack of participation of parties concerned, and limited diversification of required functions. The need for public-private partnerships and collaboration has also been mentioned as a way for the “Council” to better achieve its goals. In accordance with the upcoming revision of the Law for Comprehensive Support for Persons with Disabilities, each municipality is required to re-examine the “Council”. In doing so, it is important not only to review the report of the Committee on Persons with Disabilities of the Social Security Council, but also to develop the “Council” initiatives based on the principles of the "Convention on the Rights of Persons with Disabilities" by taking into account related “social work” from both micro and macro perspectives. |
